Is it safe to travel from Buffalo, NY to Toronto, ON during the month of December?

As long as you have winter tires on your car.

It sure is safe, Buffalo generally gets more snow than the Toronto region and it is good to have winter tires on your car. Many cars still drive without the use of winter tires but traction may not be as good. There is a good chance that you won't see snow anyway. Very often we (Toronto) don't get any real snow until after Christmas. Just remember to slow down if you hit the snow areas. The worst area will be from Buffalo through Fort Erie - St Catharines.
